Didnt Bill Gates Come Up With Some Idea To Lower Carbon In The Atmosphere?

i remember reading something about this, maybe it wasent bill gates, but something about putting ballons around the poles, it was some sort of solution or idea brought up maybe 2 or 3 years but I cant remember and it didnt involve taxing, maybe someone can help. ALSO @GRINGO DO YOU REALLY THINK A MILITARY PROJECT WOULD OPENLY TELL THE TRUTH ABOUT ITS PURPOSE. Also they are very vague explainations, that article was crap. They do tours once every 2 years your article makes it sound like it open to the public. You must have not been in the military because if you were you would know how it operates, civilians are lower and they dont get to know whats up. The only thing real about HAARP.com is they classify when its active. Come on @gringo that was ridiculous, but whatever, you can believe the HAARP website is truthful thats fine. Also it says that all about HAARP is unclassified….lol….everytime I ask for information about HAARP via the freedom of information act I get a letter explaining to visit the website stapled to a typical “national security” letter. When you get the “national security” letter that means classified(I asked many questions one being is HAARP cappable of altering peoples mind/brain)why “national security”. Its the same generic letter I get when ever I request information about Area 51. Keep drinking the kool aid chief.
