Help Immigration Law In The U.s That Allowed Immigrants From Other Nations For A Total Of 3 Yrs To Work!!?

I need some information about a certain project im working on!
If there was certain Bill such as:
S. 2342 The Temporary Guest Worker Act of 2011
(NOTE: THIS IS NOT A REAL BILL)
BACKGROUND: Currently, foreign nationals seeking work in the United States have a limited number of visa options. Skilled or specialized workers can apply for H1B visas, nurses can apply for H-1C visas, and seasonal agricultural workers can apply for H-2A visas. If a person is not eligible for any of these visas, their only option is a H-2B visa, which allows them to enter the country for no more than two years for temporary work. This new visa would vastly expand the number of foreign nationals who can enter the country and allow them to stay for a longer period of time, offering employers greater flexibility.
(A) Authorization- The Secretary of State may grant a temporary visa to an H-2D nonimmigrant who demonstrates an intent to perform labor or services in the United States.
(B) Requirements for Admission- An alien shall be eligible for H-2D nonimmigrant status if the alien meets the following requirements:
- (1) ELIGIBILITY TO WORK- The alien shall establish that the alien is capable of performing the labor or services required for the occupation.
- (2) EVIDENCE OF EMPLOYMENT- The alien shall establish that the alien has received a job offer from an employer.
- (3) FEE- The alien shall pay a $500 visa issuance fee in addition to the cost of processing and adjudicating such application.
- (4) MEDICAL EXAMINATION- The alien shall undergo a medical examination (including a determination of immunization status), at the alien’s expense, that conforms to generally accepted standards of medical practice.
- (5) APPLICATION CONTENT AND WAIVER-
—(A) APPLICATION FORM- The alien shall submit to the Secretary a completed application, on a form designed by the Secretary of Homeland Security.
—(B) CONTENT- In addition to any other information that the Secretary requires to determine an alien’s eligibility for H-2D nonimmigrant status, the Secretary shall require an alien to provide information concerning the alien’s–
(i) physical and mental health;
(ii) criminal history and gang membership;
(iii) immigration history; and
(iv) involvement with groups or individuals that have engaged in terrorism, genocide, persecution, or who seek the overthrow of the United States Government.
(C) Background Checks- The Secretary of Homeland Security shall not admit, and the Secretary of State shall not issue a visa to, an alien seeking H-2D nonimmigrant status unless all appropriate background checks have been completed.
(D) Period of Authorized Admission-
- (1) AUTHORIZED PERIOD AND RENEWAL- The initial period of authorized admission as an H-2D nonimmigrant shall be 3 years, and the alien may seek 1 extension for an additional 3-year period.
(E) The number of H-2D visas given in a calendar year shall not exceed 400,000.

    The Chamber of Commerce would probably support this, because employers want access to cheap compliant labor.
    Legislators/citizens should be careful. There would be nothing wrong with, and a lot to applaud, about a REAL time-limited guest-worker program, but guest workers tend to get entrenched and demand the right to stay permanently. For several reasons, the USA should avoid this unless the program was strictly three-years-then-go-home.
