I Have A Computer Virus That Won’t Let Me Open Any .exe Files!!?

As mentioned, I can’t open ANY .exe files (minus a loophole that I found to open up internet explorer). Also, the virus redirects attempts to access security sites from Google (I have to type them in to the address bar). I attempted checking through the registry via command prompt, but I can’t even open that. Other programs that won’t open: regedit, Malwarebytes, can’t download Process Explorer, or an other security related program from Microsoft. (The computer runs on Windows). Any ideas guys?

    open task manager, pop over to processes, look for a 3 letter process (HEN.exe for example) do a windows search for it (check the Application data folder) end the process and delete the file (make sure you empty your recycle bin), reboot and you should be good.
    if not, post additional details
    you can boot into safe mode and run the scans but this is a quicker way
    EDIT: Kimber, almost every six months i have to fix my friend’s little sister’s computer for the exact same problem, she never learns she can’t use smiley central
    EDIT: if you can’t get your task manager boot safe mode and login as administrator
    (press f8 before windows logo)

    That sounds like a pretty sophisticated computer virus. At this point, your options are pretty few! With a virus this complex, my only recommendation is to reinstall your OS. You will lose all of your data, but trying to save any of it in hopes of reinserting it afterwards, is a risk that you re-implant the virus in your system. If you haven’t reinstalled your OS before, your computer came with a Restore Disk in case you ever need to revert it back to factory settings. I’ve had to do it before, and it always works. Anything else, will just be a band-aid to the bigger problem.

    This infection changes settings on your computer so that when you launch an executable, a file ending with .exe, it will instead launch the infection rather than the desired program. To fix this we must first download a Registry file that will fix these changes. From a clean computer, please download the following file and save it to a removable media such as a CD/DVD, external Drive, or USB flash drive.
