    Well if your getting error code 646….try this below…
    When you try to install updates for Microsoft Office applications through Windows Update or through Microsoft Update, you may receive one of the following error codes.
    Error 1 0×80070646 ….. Error 2 646 ….Error 3 “Error 1606
    These generic errors indicate that Windows Installer encountered a problem. When you encounter the errors that are described in the “Symptoms” section, the problem may be caused by an incorrect value in the registry.
    Click on Fix this problem under resolution

    This is a problem that has long been associated with Norton. Especially 360.
    You most likely have a corrupted file in Norton.
    Uninstall Norton
    Run a good registry cleaner (like Advance System Care (free from CNet.com)
    Then reinstall Norton.
    You may also want to run Windows updater before reinstalling Norton .
    For IE 8
    Tools ==> Windows Update
    Limit internet surfing until your Norton is reinstalled.
    OC
