Yes, you will be able to use your iPad while traveling to Japan, but there are some limitations.
If you have an iPad WiFi model then you’ve got to keep in mind that finding wireless hotspots in Japan can get a little iffy. Most hotels I stayed in either had wired access or very limited WiFi with security procedures and logins.
So you could either pre-configure your iPad with Airport Express in bridge mode, or you could get a local SIM for data access and use it with a 3G/WiFi iPad model.
If you have a WiFi iPad then you can also rent a Pocket WiFi and use it with your Apple tablet (this is great if you want GPS).
Also, given the privacy laws in different countries, I would highly recommend using an iPad encryption app like HidePad. It ensures that your email, web browsing and other activities remain both private and anonymous. It works anywhere in the world, including Japan.
