What Are The Alabama State Fire Code Rules Concerning Industrial Fire Inspection?

I work at National Alabama Corporation as a security guard. Our company requires its subcontractor guards to inspect the fire extinguishers for the plant. None of the guards are trained in fire extinguisher inspection other than to see if the gage needle is on “green”. There have been NO hydrostatic inspections on any of the fire extinguishers since August of 2009 that I am aware of. What I want to know is 1) Are these fire extinguishers being inspected legally, and 2) if they aren’t being properly inspected, who is responsible for them if they fail to funtion properly in the event of a fire incident? Any information that can be given would be greatly appreciated.

    The security guards are only required to ascertain that the extinguishers appear to be properly charged and ready for use. They are not required to perform a technical inspection of the extinguishers.
    The vendor who supplies the fire extinguishers is required to certify annually that the extinguishers meet Alabama’s fire codes.
